put new back shoes and cylinders on bled brakes and pedal is still spongey

Have you adjusted the shoes so that they just skim the drum. If not you will get a lot of pedal travel. to do this correctly you need to slacken the hand brake cable then adjust the brake shoes manually with a screw driver or similar tool so that the drum will not turn then slacken off again until they will spin.then re adjust the hand brake cable.
