Maytag Performa spins and agitates at the same time?

Maytag Performa PAV2300AWW. The washer spins and agitates at the same time in the washing mode. It spins so fast the water come over the tub onto the floor. The clothes dont wash because they are not pulled to the bottom with the agitator. What can be wrong? How can I fix it?
