adam brakes will not bleed out ?

changed front master cylinder on a speedfight tried to bleed but master cylinder is not drawing fluid in.or pedal getting any harder
the cylinder was changed because the first one brake pedal was really soft and coming in about halfway (master res was full) it passed a MOT like this

i would suggest this, fill the resevoir up and then clamp the hose just past the brake hose banjo union at the top, clamp it with a pair of thing mile grips but put some cloth on it so it doesnt damage the hose then pull the lever and see if you have a good brake then if you do then take the mole grips off and loosen them just a littl bit so you can just push the fluid pat it if you pull the lever hard then undo the bleed nipple and keep pumping until all the air is out mkae sure you dont run the resevoir out of fluid.if it doesnt have a good brake after clamping it try to tickle the lever a bit and then watch for bubbles coming up through the fluid in the resevior.after a while it should be ok to bleed as previously said.
