The front pulley will not drop down,past the flanges, so i can change the belt,probably due to how the previous owner kept it.I think it is rusted on and have tried a lot of PB Blaster on it.Now i have damaged the pulley and definitely need to get it off.I have not tried heat yet,but that is the next step.Any other ideas?

More than likely you will have to put a gear puller on it and heat it with a torch. Order a new pulley and put antiseize on it before installing this will make it easier to pull off if you ever have to do it again. Make sure when you heat it up that you keep the heat off the oil seal or you can burn it up and have to replace it.
