Where does this wire go?

I have a briggs and stratton motor, model 12f702 and i cannot figure out where a wire goes. It comes off the coil but i'm hard pressed to figure out where it leads to. It's a small wire with a black coating, appears to possibly b a ground but i'm unsure and out of ideas. Any body got any info or know where i can get a wiring diagram?

The only small black wire coming from the coil would be the kill wire. When it touches ground the engine should not produce spark. It should go into a spring clip kill switch under the throttle control on the engine.
Is your engine stopping as it should or is it trying to run until the flywheel brake drags it to a stop?
