I have a 2003 L130 and I have had the same problem. I replaced the bushings on the tires. I still had the same problem and I just snapped the front axle in half with only 2 swipes left. I mow 3 acres and this mower I would not buy again. The transmission is going out too because bit is very slow to go up inclines.

Mine 2003 has always been tougher to steer than other mowers I've had. I mow 4 acres and have busted 3 front axles on it. Now I faithfully use a grease gun on the fitting in the center of the axle and on the fittings on both front tire spindles and the the ones on the inner hubs of the tires. I do this each time I mow and it makes a big difference with the steering. If I don't it starts to tighten up, making the steering super difficult. I always feel like it's a workout on my muscles when I mow with this Deere. It's been a problem from day one.

I would guess you need to check and grease all the steering linkage, tyre pressure will also make a big difference
