wipers will not move when you enguage the wiper stick colum....i e you lift the leaver to put wipers on an no move ment......what there is though is a constaint sound of a motor ,low sound of a motor trying to enguage ....was some sounds of electical shorting or arcking.....i think.....

Sometimes the motor mounting bolts work loose - the motor wobbles a bit and the wiper linkage jams up - If you keep trying to run the wipers in this condition the motor will complain, groan and smoke and possibly burn out.

Seek out the motor under the hood and examine the linkage.
