Can not turn the flywheel?

I have a Sears riding tractor, model 917.288031.
Prior to changing oil, spark plug, etc., mower was operational.
When I finished the maintenance part, I went to start the mower, but the mower
would not CRANK, nothing. Each time I turned the key on, all
I get is a click . Does not even try to turn over.
I was told by a lawn mower service that it was the starter.
I was also advised to turn the flywheel. I can not
turn the flywheel, it appears to be frozen.
Any help appreciated.

1. where is the ignition unit?
2. i removed the spark plug....engine still, will not crank...still frozen flywheel
3. HOW WOULD I LOOSEN FLYWHEEL IF FROZEN.
Are you saying that something is lodged at/in flywheel area
preventing same from kicking over?
Today I observed the starter trying to move the flywheel, but, to no avail.
Any additional help/comments..thanks

If it was running fine before you serviced it, it must be something you have done, is the flyheel rubbing on the ignition unit? have you dropped a screw somewhere? have you put too long a screw into the blower housing which is now touching the flywheel? have you put too long a reach spark plug in it that is now touching the piston? have you over filled the engine oil? remove the spark plug will the engine now crank? is there fuel/oil above the piston?
