What system of carb does it have? if it is the diaphragm then i would suggest looking at the gaskets to make sure they arent damaged, if it is a bowl then also check that you have located the bowl properly (the bowl is most likely to leak fuel if not located). the fact that the revs wont stay very constant sounds like it is either under fueling or air is leaking in. also is the governer set up correctly, a lot of mowers use the fan off the crank to work the governer by pushing a leaver. when you reconected the carb did all the springs go into the right place?
