You need to do some tests to be sure.
It's a heating element which is powered by 230V in Europe. Unplug the power when checking connections.
It can be the thermostats but also very likely the connectors on these thermostats are corroded or even burned due to the high current and a metal on metal connection under stress.
In this case you can solder the wires for a new fresh connection or replace the thermostats + connectors.
I'm sure Sam has done the washing by now just hope it was a fair repair.
