I replaced the two clutch plates in my john deere line trimmer bc1600 and now the cutter head won't spin.

Back ti basics, clean fresh fuel, clean replace fuel filter in the tank, does it have a spark? does the plug get wet? internal engine condition ( worn or seized piston )
