How can I adjust the tick over speed on Rover 214?

Engine ticks over at about 1000 when starting, after I have driven for a while and then stop at junctions etc, the revs go right up to about 1500-2000.
The adjustment is at its lowest. Rover 214 M REG MULTIPOINT INJECTION ENGINE.
