oil light?

i am buying a 2005 berlingo and the oil light doesnt come on when you are starting it? i was told it comes on when the oil goes low, is this right

No - Oil light = low oil pressure - suspect deliberately removed bulb / disconnected wire before believing vendor.
Even if innocent explanation you will never know when oil pressure becomes low unless the light works.

You would expect low oil pressure when engine not running - oil volume usually measured with dip stick - entirely diferent to oil pressure.
