suffolk punch clutch adjustment?

when pushing my punch unpowered a grinding noise can be heard, ive been told this is because the clutch is too lose, the cable does look slack. is this correct? how do you adjust the clutch?

Its a centrifugal clutch so there is no adjustment, the cable only tentions a belt to engage the roller, the clutch will have springs so maybe they have broken, unbolt the engine and pull to one side to expose the clutch on the end of the crank.
