zanussi dw41 dishwasher not filling up?

replaced the intake valve but still does not cover the element with water.water drains but does not fill above element

Your trying to make the machine do something it never did!.It fills to the top lip edge area then stops filling.the pump starts circulating the water and this hits the element and warms up.Element is NEVER submerged in water.Hope this helps
