Rear Brakes ford cargo 811?

ford cargo failed on in balance in the rear brakes
good on the N/S 37% on the O/S

the brakes have been rebulit last year
any ideas please where to look

Mine failed on that last year, when i looked at it, found the oil seal in the back axel was leaking and letting oil in to the break drum,causing the imbalance.
