hard to start?

Hi my son has a puegeot 405 diesel that has become hard to start, the battery is fine and the glow pugs are new and working perfectly, once started the car runs fine, could this be a fuel pump problem or even something as simple as a clogged fuel filter? there is no air in the fuel system as we have bled that more than once

Take your pick:-
Air filter dirty or clogged.
Stop solenoid faulty.
Injection pump timing incorrect.
Low cylinder compressions.
Fast idle valve incorrectly adjusted.
Starter motor fault.
Starter motor wiring.
Earth strap broken or disconnected.
