Qualcast RW18 starts, then slowly dies !!!!?

I have a Qualcast RW18 petrol mower, which is starting, then just dies off after about 10 seconds....is this a diaphragm fault in the carb???

It sounds like fuel starvation, if its the carb on top of the tank, it could well be diaphram, it could aslo be just a blockage in the carb or filter
