Why does the cold water in Simpson washing machine just dribble int?

I just bought a 5/6 year old washing machine and the cold water inlet isn't working properly. The cold water just dribbles in and takes ages to fill the bowl. I have checked the hose and tried it on the hot water inlet and it is ok, allow flow of cold water into hot inlet when hoses changed over etc, so it's not the hose. Could it be a circuit board problem or would it be mechanical. i havent pulled the machine to bits yet and prefer not to until i know what it might be or how much to fix it.

I had a similar problem with a simpson top loader and it sounds like the solenoid .If you don't use hot water to do washing just change the two over or you can by them but if you swap the over you will see if it

I`m no expert but the inlet solinoid(where the hose connects) probably needs replacing,an easy job . be sure to qoute all the relative model nos, on back of the machine when ordering parts.
