I have an American fridge freezer (samsung) the temperature will not go down below 19c i press the temperature button to lower the temprture but the temperature returns to 19c.

Try these checks though:

Is the water supply line clear of blockage/bends etc.
Is the supply on and the pressure OK?
Is the refrigerator temperature too low?
Check the electrical connections above the door hinge (especially if the door has been off).
