my hedge cutter blades do not move?

The blades do not move when switched on

Occasionally my blades stick, usually because something jams them. Identify the moving blade and with a small non-metallic mallet (or a small hammer if you're really careful) tap the moving blade to free it. You might spray with WD40 or something similar first and leave it for an hour or so. Then try again to see if it has freed it. Just press the power on and off quickly a couple of times, so that if something is jamming it it won't catch again as it drops out.
