Speedo rests at 10mph. How do i fix it? Ford Fiesta Flame 53reg?

My speedometer needle is resting at 10mph when stationery instead of 0. Is there a way to fix it DIY style because every garage around my area are ridiculosuly over priced. Any help would be appreciated. Thanks
