my mower starts 1st time but chuggs after?

my mower is a mountfield and it starts first time but it seems to make a chugging sound when working I have changed the oil and the filter is clean the spark plug has also been cleaned I dont know what else it could be can you help

On mine it was the Governor spring on top of the carb that had broken. Just replaced it.
