my qualcast 17s petrol mower won't turn off?

My qualcast 17s petrol mower won't turn off. It starts 1st time but when I move the throttle to Stop, it won't turn off.

The only way I can get it to stop is to remove the spark plug! What can you suggest I do to fix it?
