cutting blade not rotating?

On my soveriegn mower the blade doesn't rotate but the bolt holding it on does, have tried tightening it to no avail. Please help!

You have no clamping between the blade and the blade boss, this is either because the boss has worn,or the fibre washer has broken up, replace both blade boss and fibre washer
