You need to re tention the spring or replace it, this is not as easy as it sounds, you need to slacken the screw and pull the tube out of its housing, remove the three screws holding the drum housing on and remove it, you then need to remove the nut retaining the clutch, remove the clutch and backing washer, remove the five screws holding the flywheel houseing, on the inside of this housing you will find the pulley and spring, any melting in this cover and you will need to replace it,to re tention the spring you need to remove the pulley retaining plates and wind the cord another turn on the pulley.Be carefull not to allow the spring to jump out from behind the pulley, safety glasses should be worn when dealing with springs
