Shower Triton T100E, when on the cold setting is boiling hot?

We have a Triton T100E Shower. It has kept getting hotter even on the cold setting, now it's on the coldest setting but still really hot.

remove shower head and try.
if still same remove clean filter & check stopcock etc are fully open.
