Peugeot 206 handbrake is high, do I need a brake adjustment?

On my Peugeot 206 my hand brake is very high and my brakes are quite spongy, is there any way that I can make the adjustments myself without having to take the car to the garage, any answers would be very much appreciated. Thanks.
