Jacked up car to check power steering as very heavy when it drives, started engine and front right wheel is turning, not left, what could be causing this and are the2 connected??

its just the drag on the differential why wheel is turning [the wheel with least resistance will turn-next time it may be other wheel that turns] and is normal . heavy steering could be pas not working,top strut bearings faulty, tyres may be worn or under inflated,column u/j siezed,geometery not set correct, damaged steering/suspension components etc.
