Gas burner popping whilst in use?

Leisure 2100 SI free standing gas cooker
When at highest setting the gas doesn't ignite from all the holes and pops into flames then goes out again. 1.What causes this? 2. How can I remedy it?
3. Is this dangerous and if so, should I replace the cooker?
