Brad,
Is this on a riding or push mower? On gravity-fed systems, it is important to check the fuel tank. Is there debris? Try replacing the fule line with new. Old fuel line can collapse under suction, rendering even the best pump useless.
If there is a pump between the filter and the engine, then perhaps the pump diaphragm is bad.
Does the petrol tank have a vented cap? Try loosening the cap to see if the fuel flows during normal operation.
Try these suggestions.
Good Luck!
