fuel problem with craftsman 18.5 briggs & stratton?

ran good yesterday, but won't start today. I put a little fuel down into the carb and it will start for a second. checked fuel pump and fuel is coming out. Don't know how much pressure should be there since it is only run by vacuum. Turn key on and off and can also hear fuel solenoid click and feels like it is working, but its like fuel is not getting into carb. I also wasn't able to blow any air into carb through fuel line with key on or off. Is there any thing else I should look at or does it sound like I need pump or solenoid?

remove engine shroud
then

remove 4 intake bolts remove intake as you unhook governer and breather hose remove carberator bowl and clean

sounds like the float in the carb is stuck or the needle valve seat is bad
