k reg peugeot 106xnd?

the rear nearside wheel has suddenly locked. If I try to reverse it the vehicle lifts on one side but wont move. If it moves a few inches and you try and move the vehicle forward it locks. I have tried releasing the handbrake a few times and taken the wheel off but nothing seems to happen. Any advice?
Thanks

The brake shoes will have stuck/rusted to the brake drum.

You need to free them off, the easiest way to do this is to remove the hub cap and give each of the wheel nuts a good hard whack with a hammer. This shock usually frees the shoes from the brake drum and gets your wheel turning again. If this doesn't work then you will need to remove the brake drum to investigate further.
