Hoover WDM 130 - Washing Machine - Will not rinse or spin?

Hi - I am having problems with my washing machine. The problem is the machines makes the noise but wont actually rinse or spin. The belt is fine. My friend has checked the brushes and he said that is not the problem. Can you please help
