How can I remove the stuck vhs-c tape from a camcorder?

I have a older model Panasonic S-VHS-C camcorder model NV-MS95B and was copying tapes to a video capture card. I inserted a new tape and at the point of loading the tape, the AC adapter power glitched. The tape is now stuck in the machine and will not eject. On power up the left spool turns anti clockwise but there is no response to any of the control or eject buttons. The tape seems to have had a malfunction in the loading and is now well and truely stuck. Is there anyway I can safely remove the tape?
