Candy CE104 not allowing a 40 degree wash?

My Candy CE104 is not pulling hot water into the machine on a 40 degree wash on cottons.Somewhat annoying when I tend to do most of my washing on a 40

40 degrees is a tepid programme
60 degrees is about the start of a warm program
90 degrees is as close to boiling as it gets but even at this depending on the distance the boiler or hot tank is from machine (the dead leg)of water gos into machine to be filled before any hot water even arrives hence the machine makers going over to a cold fill only,
