like bb says and also make sure the carb isnt twisted in thwe manifold as if its not sitting upright when the bike is upright the float will not work properly,also any debris in on and around the float needle will stop the needle seating in the needle seat and allow the fuel to flow out,these pipes are a safetey feature and stop the engine from filling up with fuel leave them how they are they don not join to anything just hang down.one thing worth checking is the float on these bikes i have had several in the past leak on the seam of the plastic float and fill will fuel which makes it sink and not float on the fuel which stops it working.shake the float to see if it has fuel in it and if it does buy an new one.
