Hotpoint Aquarius Dishwasher Model DWF31P/17?

I have a hotpoint aquarius dishwasher. the water is coming out of the sprays but the bottom one does not rotate the water pressure is ok it will turn so far and always comes to a stop in the same place and will turn no further. HELP
