Whats is the correct oil level?

Hi All
Can anyone tell me what the correct oil level is for the tecumseh vantage 35 engine. When i unscrew the oil filler and look in i can see screw thread that seems to have a base. Do i fill up to the very top or to where the oil just covers the base of the thread.
