How can I repair handbrake on a 96 Ford Cargo horsebox?

The handbrake on my 96 Ford Cargo is only holding on one side, N/S not holding

not quite sure of your model but if only 1 actuator , is cable ok,not siezed or snapped? how about adjustment [there may be holes in backplate where you can see shoes -is gap excessive] is there an oil leak on hub which may have contaminated shoes?if disc brake-piston may be siezed. is auto adjuster in calliper working,one piston has an 8mm allen key hex in center for de adjustment,check that when it is turned that outer part of piston dosent turn with it-should turn independant of piston.if 2 actuators -are they both working ,are diaphragms ok.
