how can i fix the throttle on a westwood gazelle w11?

Throttle on westwood gazelle ride on (400cc Briggs & Stratton) will not adjust as it should when using hare and tortoise handle. Engine revs very high all the time. Choke works at top but no other adjustment makes any diiference to engine revs. Any ideas as to what might be wrong?
