engine will not run?

when i pull the string the engine starts but then the engine will not run smoothly and seems to chug at a very low speed. i have a mountfield mower with a briggs and stratton engine. model 10d902 type 0141

Replace diaphragm, and check govenor linkage is not bent/jammed.
