Fan on all the time on fiat cinqcento?

The fan is on all the time on my fiat cinqcento the water in it is nearly bubbling its that hot, whats the problem?

check thearmostat, take it off and put in pan of boiling water, if it opens, then its o.k. then check your water pump is working.
