Hi, I have Ravenheat Combi boiler. I turned of Cold water supply to the boiler yesterday to replace leaking pipe. After replacing it, i am trying to turn water supply on but Isolating valve is hardy 5% - Any quick fix?

Hi, I have Ravenheat Combi boiler. I turned of Cold water supply to the boiler yesterday to replace leaking pipe. After replacing it, i am trying to turn water supply on but Isolating valve is hardy moving 5% - Any quick fix? So cold water supply flow is very low....
