will it turn manually [with spanner on crank pulley nut]if so then you need to check leads from battery +ve to starter and battery -ve to earth on engine-if you put 1 jump lead on -ve terminal and other end on good earth on engine-this will confirm if engine earth is faulty.if all ok then suspect starter faulty. if it wont turn either way then engine could be siezed,could also be hydraulic lock [water in bore]if latter oil may be milky and coolant low
