1999 Saab 9-3 Hatchback Speedometer and cruise control?

My speedometer and cruise control are not operating. I do not have an ABS light on. Is there anyway to test the signal which operate the cruise control and speedometer.
Unfortunately the Haynes manual does not have any infor for this condition.
Any thoughts on where to start to isolate the problem
