How do I get my Karcher SC1402 steam cleaner to heat up properly?

My Karcher SC1402 steam cleaner is not heating up properly, when I plug it in the machine heats up but the water doesn't. Therefore I am unable to get any steam from it. Can anyone help or have any ideas what I might need to do in order to make it work?
