how do i run a thorn olympic efficiently?

We've just recently moved into a house with a thorn olympic boiler 38/50B. how do we run it efficiently.

is it better to keep it on all the time heating the water up or just put it on when you need it, it has these red, blue tabs on the dial can they be removed,

you don't really, it'll be quite old and the efficiency will be around 65%. best to invest in a new boiler
