peugeot 306 d 1996 lack of power and speedo?

hi, my peugeot 306 d 1996 has lack of power.drives very slowly and will not go above 4000rpm.speedo just about flickers and airbag light is on but will go off when you tap the dash cluster.can anyone help.thanks marc
