How do i get my brakes to work with new pads?

i have had new rear pads put on my 307cc full brake system has been bled but can not get brakes to work, need help ASAP

why did the garage bleed the brakes,just for a set of pads,would go and ask them why the hydraulic system needed looked at and what they have done.
